Job Description:

SUMMARY

Under the direct supervision of the Controller, the Assistant Controller is responsible for assisting in management and compliance of the day-to-day operations of the Finance Department and work with the Controller, Chief Financial Officer and the Tribal Council on all Tribal Government accounting practices and procedures.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Oversees clinical operations in collaboration with the Controller and Chief Financial Officer, managing transactions and accounting functions related to Three Rivers Health Clinic and CTCLUSI.
  • Assists the Controller in ensuring compliance with all grant and funding agencies, Tribal Fiscal Ordinances, and government accounting standards and policies.
  • Coordinates with the Controller to maintain data integrity and ensure the effective management of computerized governmental fund accounting, requisition, and subsidiary systems.
  • Provides support in the maintenance and oversight of procurement functions.
  • Supports the Controller in the analysis and preparation of Tribal financial statements.
  • Collaborates with the Controller to establish internal controls and review procedures to ensure the accuracy of financial data and appropriateness of transactions.
  • Contributes to the preparation of the annual budget as needed.
  • Assists in preparing and distributing timely, clear, and comprehensive reports to management and the Tribal Council.
  • Contributes to the preparation of the Tribe’s annual indirect cost rate proposal.
  • Reviews financial transactions routinely to ensure accuracy (e.g., payroll, journal entries, cash receipts, invoices, reconciliations, payables).
  • Assists in the quarterly audit of the 401K retirement account, verifying the accuracy of withdrawals, employer contributions, and profit-sharing amounts.
  • Participates in routine internal audits of all fund accounts to ensure the timely allocation, reconciliation, and proper authorization of revenues and expenses.
  • Supports the Controller in the year-end close process and collaborate with auditors during the annual audit.
  • Assists with bi-weekly employee payroll and bi-monthly Tribal Council payroll, troubleshooting and providing backup as needed.
  • Helps manage money market and investment accounts.
  • Responds promptly to requests from the Controller and Chief Financial Officer.
  • Collaborates with the Finance team to research and resolve financial or technical issues.
  • Assists the Controller in preparing payroll cost reports for BIA, IHS, and HUD, as well as calculating CY FA tables, CSC, and other required reports for funding agencies and program staff.
  • Interacts professionally, courteously, and efficiently with Tribal members and the general public.
  • Other duties as directed by management.

  • Not a supervisory position.

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

WORKING CONDITIONS & ENVIRONMENT

  • This position requires the ability to work well with Tribal members of all ages, the public, and regulatory agencies.
  • The noise level in the work environment is moderately quiet.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age per vehicle use policy.
  • AAS degree in accounting (or related field) OR an equivalent combination of education, training and experience preferred.
  • Three (3) years or more work experience in accounting field with preference given for experience with Clinical, Tribal Government or Non-Profit finance positions
  • Familiarity with Federal CFR’s and Circular OMB 2
  • Familiarity with Grants, departmental, or cost center focused accounting.
  • Familiarity with Computerized accounting software systems with a preference for experience with, MIP, Microix Workflows, AmpliFund, Paylocity or Microsoft Office software.
  • Excellent oral and written communication skills including technical, regulatory, and persuasive writing skills are essential to the position.
  • Valid driver's license, adequate transportation, and eligibility to operate GSA vehicles required.
  • Must possess reasonable ability to communicate in English.
  • This position will be subject to pre-employment drug testing and criminal history background check, which will include fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
