    Job Description:

    SUMMARY

    The Assistant Planner serves as the Confederated Tribes Grant Writer and supports the day to day operations of the Tribes planning department. The individual selected will identify, define, and develop public and private funding opportunities which support existing and planned Tribal programs or activities then develop, write and submit the associated grant proposals. Under supervision of the Director of Planning, the individual selected will also perform various planning activities to include the update or development of the Confederated Tribes transportation, transit, facility and strategic plans.

     

    PRINCIPAL ACTIVITIES & RESPONSIBILITIES

    With the assistance and supervision of the Director of Planning;

    • Research, coordinate and develop funding opportunities which support Tribal programs and activities.

    • Develop successful grant proposals and\or applications to include budgets, work plans and schedules.

    • Assist in the development, implementation and/or update of strategic, facility, transportation, transit, land-use, energy and development plans.

    • Coordinate and facilitate community and staff input into project development, project design and/or community survey.

    • Assist in the management of Tribal projects to ensure they meet grant requirements to include procurement of services, contract negotiation and management, reporting, budgeting, invoicing, corrective action plans and close-out.

    • Assist in the preparation of zoning ordinances and other land use ordinances as required for submission and consideration of the Tribal Council.

    • Perform work on special projects, such as preparation of maps, charts, graphs and other visual aids.

    • Manage and research various planning projects for Tribal Administration.

    • Follows policies and procedures, completes administrative tasks correctly and on time and supports organizational goals and values.

    • Prioritizes and plans work activities, uses time effectively, plans for additional resources, sets goals and objectives and develops realistic action plans.

    • Maintains appearance standards as outlined in CTCLUSI policies.

    • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.

    • Communicates effectively both orally and in writing.

    • Maintains a good attendance record.

    • Other duties as directed by management.

    Experience and Skills:

    MINIMUM JOB REQUIREMENTS.

    • Must be at least 18 years of age.
    • Bachelor's Degree in Planning OR 2 years of related grant writing experience with a proven track record OR 3 years of experience in a planning related field that indicates strong organizational skills, the ability to implement systems and follow-up processes, the ability to effectively work under pressure, use independent judgment and produce a quality work product (including budgets and statements of work) within tight time constraints OR 3 years of any combination of experience and education that demonstrates the ability to perform the job.
    • Valid driver's license, adequate transportation, and eligibility to operate GSA vehicles required. This position may include providing transportation for Native and non-Native American clients in tribally owned or the employee's private motor vehicle(s).
    • A writing sample, preferably of an awarded grant, must be submitted.
    • Knowledge of grant submission systems and their requirements.
    • Knowledge of prospect research methods.
    • Ability to effectively communicate with Tribal program staff, act as a liaison to Tribal program staff and represent their programs or activities effectively to funding agencies or organizations.
    • Grant contract management experience or any equivalent combination of education, experience, and training that demonstrates the knowledge, skills and abilities needed to performgrant contract management duties.
    • Excellent oral and written communication skills including technical, regulatory, and persuasive writing skills for a variety of audiences including Tribal and community members, as well as staff, federal, state, and local agencies.
    • Experience with Microsoft Office required.
    • Experience with computer assisted drafting techniques and systems (i.e. AutoCAD) to file, retrieve and prepare drawings preferred.
    • Experience with Geographic Information System (GIS) preferred.
    • Experience in a tribal setting is preferred.
    • Must be willing to complete National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
    • Must possess superior communication skills.
    • Must possess reasonable ability to communicate in English.
    • This is a non-covered position and is subject to pre-employment drug testing and criminal history background check.
    • Must have employment eligibility in the U.S.
