Job Description:

SUMMARY

This position is primarily responsible for conducting internal and compliance audits of the Three Rivers Casino Resort Florence and Coos Bay for the Gaming Commission as assigned by the Audit Supervisor. This position also provides redundancy within the Gaming Commissions Audit Unit and will cover the duties of the Audit Supervisor as needed in their absence.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Must maintain confidentiality over all Casino, Surveillance Department, Tribal Gaming Commission, and Tribal matters.
  • Act in accordance with Confederated Tribal Gaming Commission (CTGC) and Tribal Employee Handbook, personnel policies, operating procedures, minimum internal control standards and regulations.
  • Must learn, comprehend, and maintain a working knowledge of Gaming Commission Regulations and Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), NIGC MICS, State MICS and TRCR operations Policies and Procedures.
  • Assist Audit Supervisor in conducting compliance reviews and internal audits to assess the effectiveness of internal controls and compliance with Compact, CTGC Regulations, CTGC TICS, State and NICG MICS, and TRCR Policies and Procedures as assigned.
  • Obtain an understanding of the potential audit issues by reviewing documentation, interviewing staff, reviewing Tribal Gaming Ordinance, CTGC Regulation, CTGC TICS, State and NIGS MICS, and TRCR Policies and Procedures.
  • Prepare written reports to document audit work and support the basis for audit findings and recommendations.
  • Provide all written reports to the Audit Supervisor Unit for review and approval.
  • Discuss deficiencies, recommend corrective actions and suggestions for improvements to internal controls with the Audit Supervisor and as needed to TRCR management.
  • Review TRCR management responses for adequacy as directed and plan follow-up audits of any implemented corrective action.
  • Coordinate with the HR Title 31 Training Officer on all Title 31 requirements related to the required training of employees.
  • Keep current with any new laws regarding Title 31 on the FinCen or Bank Secrecy Act.
  • Must develop a knowledge and skill level sufficient to allow completion of all duties performed by the Audit Supervisor as needed during any absence of that person assigned to that position.
  • Help investigate any threats to the integrity of the gaming operation and report them to the Audit Supervisor.
  • Help identify any potential violation of the Compact, CTGC Regulations, CTGC TICS, State and NIGC MICS; TRCR Policies and Procedures related to all areas of the business.
  • Report any potential violations to the Audit Supervisor.
  • Make suggestions and recommendations, as appropriate, to the Audit Supervisor.
  • Attend mandatory and non-mandatory training, meetings and briefings.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Maintain a good attendance record.
  • Other duties as assigned by the Audit Supervisor.

PHYSICAL & MENTAL DEMANDS

  • Must have the ability to express or receive detailed information through oral communication.
  • Requires repetitive movement of the wrists, hands and or fingers.
  • Requires walking or moving to accomplish task.
  • Requires standing and or sitting for sustained periods of time.

WORKING CONDITIONS & ENVIRONMENT

  • Frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 21 years of age.
  • Requires a Bachelor’s Degree in Business Administration, Accounting or a related field of study.
  • In lieu of a Bachelor’s Degree, a demonstrated ability to perform the duties of the job through a combination of education, training and (1) year of auditing and accounting experience.
  • General knowledge of accounting, auditing practices, account analysis and reconciliation procedures including the ability to read and interpret financial statements.
  • General knowledge of the Generally Accepted Accounting Principles.
  • Proficiency in using Microsoft Word and Excel as well as general computer operation, ten-key by touch, and ability to learn specialized commercial and investigative software.
  • Regulatory experience and knowledge of Gaming Regulation, Compact, MICS, TICS and Operational Procedures preferred.
  • Must have the ability to apply common sense understanding to carry out instruction furnished in written, oral or diagram form.
  • Must have the ability to read, analyze and interpret documents such as technical procedures and governmental regulations.
  • Must have the ability to produce clear, concise and timely audit reports with recommendations addressing the findings in all areas audited.
  • Must have the ability to exercise independent judgment and analytical problem solving skills.
  • Must have the ability to perform calculations such as discounts, interest, commissions, proportions and percentages.
  • Must have the ability to apply concepts such as fractions, percentage ratios, and proportions to practical situations.
  • Must possess interpersonal and communication skills to gain and maintain the cooperation of team members, peers, supervisors, executive management while explaining and discussing difficult issues.
  • Must possess skill to gain and maintain the cooperation of team members, peers, supervisors, executive management and other organizational members.
  • Must have the ability to manage multiple tasks with frequent interruption, prioritize work and meet established deadlines.
  • Works with confidential and sensitive information; must sign a Confidentiality Agreement and sign and adhere to a Code of Ethics.
  • Must have a valid Oregon Driver’s License, adequate transportation and eligibility to operate GSA vehicles.
  • No member of the applicant’s immediate family can be employed in a Gaming or Financial Department at the TRCR, unless reviewed and approved by the Director.
  • This position is subject to pre-employment and random drug testing and criminal history background checks which may include fingerprinting.
  • Must qualify for and be able to maintain a gaming license from the Gaming Commission.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
