Job Description:

SUMMARY

The Tribal Community Services Liaison is a progressive position designed to bridge identified gaps in both the criminal justice system and emergency health services in relation to getting services to high-volume users of both systems.

JOB DURATION

  • Full time; limited duration up to two (2) years depending on funding source.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Collaborate with internal and external agencies to identify high-volume users of law enforcement and emergency medical services
  • Implement program plans.
  • Connect target population to services (both inpatient and outpatient).
  • Act as an advocate for identified population throughout the process and support after services.
  • Work with stakeholders to compile relevant information and prepare grant reports.
  • Lead in the development of the necessary memorandums of understanding, collaborative partnerships, and evaluation of existing programs, refinement and expansion of program elements.
  • Direct services to the targeted population.
  • Follow all safety rules and procedures established for work areas.
  • Utilize problem-solving to coordinate an effective response to identify need and risk
  • Identify those in crisis and actively de-escalate situations.
  • Gather evidence and interview victims and witnesses.
  • Make arrests and search persons in custody.
  • Testify in Court as needed.
  • Participate in public relations programs, which may include public speaking to citizens and or school groups.
  • Work with youth in Tribal and community activities and special projects, consistent with Tribal values.
  • Perform CPR and first aid when needed
  • Safely operate law enforcement equipment including firearms, motor vehicles and other related law enforcement equipment.
  • Other duties as directed by management.
  • Create and maintain accurate reports regarding daily activities and contacts.

LEVEL OF AUTHORITY & RESTRICTIONS

  • May be requested to provide work guidance and or training to new officer.

PHYSICAL & MENTAL DEMANDS

  • Frequently required to sit, communicate, reach, and manipulate objects, tools or controls.
  • Requires mobility and the ability to operate a motor vehicle.
  • Required to move materials weighing up to 10 pounds on a recurring basis, and on occasion lift or move more than 100 pounds.
  • May be required to deal with violent and combative individuals requiring considerable physical effort.

WORKING CONDITIONS & ENVIRONMENT

  • Must be able to work overtime as necessary.
  • Must be able to work any shift, any day of the week.
  • Work locations are in all types of indoor and outdoor environments and may be exposed to all types of weather conditions.
  • Must deal with individuals who may become violent, combative, under the influence of drugs/alcohol or who have communicable disease.
  • Operate police vehicles and may be required to sit for extended periods while performing various duties.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be 21 years of age.
  • Must be a US citizen and eligible to work in the U.S.
  • Requires high school diploma or GED equivalent.
  • Must have three to five years of experience in related field or a satisfactory combination of experience and training which demonstrates the knowledge, skills and ability to perform the duties of the position.
  • Must possess high moral character.
  • Must live within twenty minutes of assigned duty station.
  • Must be able to communicate effectively orally and in writing.
  • Must be able to understand and appropriately act on verbal and written instructions.
  • Must be able to work with limited supervision and perform appropriately and effectively in emergency situations.
  • Must be able to make decisions quickly and based on available knowledge.
  • Must be able to prepare complete accurate reports in writing.
  • Must be able to deal tactfully with the public.
  • Must be able to maintain effective working relationships with co-workers.
  • Must be able to work any and all shifts assigned and on a rotating basis.
  • Must be able to meet physical and mental demands of all work assigned.
  • Must have a working knowledge and skill level in computers including Microsoft Word, Outlook and Internet.
  • Must not have a felony conviction under state or federal law.
  • Must not have misdemeanor conviction relating to sex crimes, crimes against persons, drugs, fraud, or moral turpitude.
  • Must not have any other misdemeanor conviction within the last five years.
  • Must not have a convicted Arrest Record in violation of OAR 259-008-0070 Not Eligible to be Certified Police Officer by DPSST.
  • This position is subject to pre-employment drug testing.
  • This is a Safety Sensitive Position as defined in the Alcohol & Drug Policy.
  • This is a covered position which requires background check that includes fingerprinting.
  • Indian preference will be observed in the hiring process.

SPECIAL REQUIREMENTS / LICENSES

  • Must possess or have the ability to obtain a Department of Public Safety and Standards Training (DPSST) basic officer certificate within 18 months of appointment.
  • Must have or be willing to obtain Law Enforcement Data System (LEDS) certification upon employment.
  • Must possess or be able to obtain a valid Oregon driver’s license upon employment.
  • Must attain and maintain basic first aid and CPR certification.

PREFERRED ADDITIONAL QUALIFICATIONS

  • Bachelor’s Degree in Criminal Justice, Psychology, Social Work, or related field.
  • Higher DPSST certification level is desirable.
