Job Description:

SUMMARY

Under the direct supervision of the Controller, the Controller Trainee will be trained for the management and compliance of the day-to-day operations of the Finance Department and work with the Controller to gain an in-depth understanding of working with the Tribal Council and with all Tribal Government accounting practices and procedures. This position will be transitioning to the Controller position after successful completion of the training period.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Assists the Controller with insuring compliance with all granting/funding agencies, Tribal Fiscal Ordinances, as well as with government accounting standards and policies.
  • Assist with establishment of documentation and maintenance of computerized governmental fund accounting systems and all subsidiary systems and controls necessary for efficient management of Tribal assets.
  • Assist the Controller in the analysis and preparation of Tribal financial statements.
  • Assist the Controller to initiate internal control and review procedures necessary to insure accuracy of financial data and appropriateness of transactions.
  • Assist Controller in the preparation of timely and readable reports to management and Tribal Council. Prepare and oversee the preparation and distribution of reports regarding funding agencies and program staff.
  • Assist with the annual indirect cost proposal.
  • Review financial transactions for accuracy. (Journal Entries, Cash Receipts, Payables, etc.)
  • Assist and troubleshoot with Bi-Weekly payroll.
  • Act as back-up to payroll when necessary.
  • Provide financial information for grant applications.
  • Assist in preparation of BIA, IHS, and HUD payroll cost reports, CY FA tables, and CSC calculations.
  • Submit invoices and budgets for OSOW and DHAT reimbursements.
  • Provide backup services for Casino invoicing for Tribal Gaming, Human Resources, and Tribal Police Department expenses as soon as all the charges are in for the previous month plus any other expenses that were paid for by CTCLUSI for the Casino.
  • Provide backup BEST for Human Resources invoicing and any other expenses paid by CTCLUSI on their behalf.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Communicate effectively both orally and in writing.
  • Maintain a good attendance record.
  • Other duties as directed by management.

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

 

WORKING CONDITIONS & ENVIRONMENT

  • This position requires the ability to work well with Tribal members of all ages, the general public, and regulatory agencies.
  • The noise level in the work environment is moderately quiet.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Requires Bachelor's degree in accounting (or related field) OR an equivalent combination of education, training and experience.
  • Minimum four years' work experience in accounting with preference given for experience with Tribal Government and with funding agencies.
  • Requires extensive knowledge of governmental accounting including fund accounting and accrual accounting.
  • Requires knowledge of and experience in the application of federal rules and regulations governing the use of federal funds.
  • Requires Grants Management experience.
  • Preferred working knowledge of accounting software systems including MIP software and Microsoft Office software.
  • Excellent oral and written communication skills including technical, regulatory, and persuasive writing skills are essential to the position.
  • Valid driver's license, adequate transportation, and eligibility to operate GSA vehicles required.
  • Must be willing to complete National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
  • Must possess reasonable ability to communicate in English.
  • This is a non-covered position and will be subject to pre-employment drug testing and criminal history background check.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
