Job Description:

SUMMARY

The Tribal Resource Response Specialist is responsible for the implementation of the Tribal Response Program (TRP). The purpose of the TRP program is to protect the Tribe’s cultural and natural resources through resiliency, prevention, response, cleanup and natural resource assessment. This position will oversee contracts for various environmental consultant and legal work, identify threats to marine and/or estuary resources due to spill probability, work with other tribes, attend meetings that inform and build the Program’s capacity, acquire relevant technical training, provide opportunities for Program outreach and education, and complete and maintain the TRP’s principle elements. This position has two overarching responsibilities: 1) identify, assess, cleanup, and monitor brownfields properties in addition to reporting all grant duties and deliverables to the Environmental Protection Agency (EPA) through the Natural Resources Director , and 2) collaborating with other departments to further develop and expand the Program, particularly in coordination with the development of a Tribal Estuary Response Plan.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Manage and implement the Tribal Response Program Plan funded through the EPA’s Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Section 128(a) grant.
  • Develop cooperative agreements to collaborate with agencies (tribal, state, federal, local) for improvement of water quality, air quality, spill response, habitat enhancement for traditional resources (including restoration and invasive species removal).
  • Develop capacity to include the use and protection of Traditional Ecological Knowledge policies & procedures within the natural resource protection.
  • Develop Environmental Education/Outreach plans, curricula and events.
  • Identify potential brownfield properties on Tribal properties utilizing survey and assessment methods, complete site eligibility forms for identified properties, and submit for EPA approval.
  • Review spill reports distributed from State of Oregon department of environmental quality (ODEQ) Office of Emergency Response (OERS) and the National Response Center (NRC) and evaluate for impacts to Tribal assets and resources.
  • Completion of quarterly and annual progress reports to be submitted to Environmental Protection Agency (EPA) through the Natural Resources Program Director.
  • Phase I Environmental Site Assessments review and contract assistance.
  • Compile and maintain technical reports and administrative records in an accurate and up-to-date manner.
  • Implement Tribal Estuary Response Plan.
  • Attend meetings, trainings and workshops to build the capacity of the TRP.
  • Maintain public record and brownfield inventory and other reporting as required by grantor.
  • Perform site visits to evaluate environmental conditions annually.
  • Assist with coordination and development of Tribal Water Quality Standards.
  • Continue to facilitate environmental activities for Coos Head.
  • Provide input regarding activities that may influence Tribal resources within the Tribes’ Ancestral Territory.
  • Communicate effectively in both verbal and written form, occasionally providing support services and training.
  • Work effectively in a team environment with a variety of technical, professional and administrative staff.
  • Must be proficient in the use and knowledge of Microsoft Word, Excel, Access and Publisher.
  • Must be able to interact with Tribal members and the general public in a courteous and professional manner.
  • Must maintain good attendance record.
  • Other duties as directed by management.
  • Assist in management and improvement/updates to various environmental plans developed by the Natural resource department

LEVEL OF AUTHORITY & RESTRICTIONS

  • No supervisory authority.

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

WORKING CONDITIONS & ENVIRONMENT

  • The noise level in the work environment is usually moderately quiet.
  • May require the ability to walk, hike, swim, drive, and boat in difficult conditions at various hours and days of the week.
  • Requires occasionally irregular working schedules around tides, other cycles or events, evening and weekend meetings, out-of-area travel for meetings, conferences, workshops, trainings, etc.
  • May be exposed to hazardous materials.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Valid driver’s license or adequate transportation required.
  • Bachelor’s Degree in an environmental program or environmental policy field.
  • Preferred 6 months to 1-year practical work experience in brownfield or other related field, or any combination of experience and training, which demonstrates the knowledge, skill, and ability to perform the above-described duties.
  • Working knowledge of environmental health effects pertaining to water quality.
  • Must be able to follow all procurement requirements of the Tribe and all grantors.
  • Effective communication both orally and in writing including technical, regulatory, and persuasive writing skills. Must be able to communicate with people having various levels of understanding of pure and applied sciences, environmental protection, and specifically brownfields.
  • Must possess reasonable ability to communicate in English.
  • This is a Covered position and is subject to pre-employment drug testing and criminal history background check, which will include fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in hiring process.
