Job Description:

SUMMARY

This position is responsible for providing oversight of purchasing policies, procedures and tracking systems, financial and grant analysis, grant post award review, and oversight to ensure compliance with OMB Uniform Guidance and grant specific requirements. Serves as a resource for Directors, Finance Staff and grant funded programs Managers for fiscal and programmatic compliance matters. Is additionally responsible for grant and contract monitoring, tracking, and progress reporting to grant team and management through communication and coordination with program directors and grant managers. Responsible for managing Purchase order process to ensure purchasing standards are met.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Be current on all changes and updates to the OMB Uniform Guidance.
  • Responsible for periodic review and making recommendations for modification of organization policies for compliance with all applicable regulations.
  • Maintain records of financial and program performance requirements for departments, grants and contracts as part of ongoing Quality Improvement activities.
  • Oversees the operation and maintenance of Electronic Purchase Order applications and ensures integration with financial reporting.
  • Responsible for developing and maintaining purchasing policies and Procedures.
  • Provides oversight on all aspects of the grant process from applications to close outs.
  • Responsible for ensuring purchasing requirements are met and submitting Purchase Orders for approval at prescribed levels of approval.
  • Conducts ongoing internal audits of Financial and Grant activities and reports findings and recommendations.
  • Meet with program directors and managers on a regular basis to review and evaluate department, grants and contracts progress and milestones.
  • Monthly review of grants expenditure to ensure allow-ability and correct coding to ensure compliance with OMB circulars and all other regulatory requirements.
  • Conducts compliance testing and communicates any progress issues with the management as soon as possible for programmatic and finance regulations.
  • Conducts training for compliance with internal policy, Audit Standards, OMB circulars and GASB standards.
  • In conjunction with CFO and Controller assists with the preparation of indirect cost applications, negotiations, and compliance
  • Prepare monthly grants performance reports for Chief Financial Officer and grant team.
  • Be current on Tribal Finance Department accounting systems and requirements.
  • Routinely Review Policies and Procedures and make recommendations to Management to ensure ongoing compliance.
  • Work collaboratively and cooperatively with all the Tribal Finance Department personnel and aid finance team as needed.
  • Monitor department and grant activity to ensure expenditures are allowed, procurement policy, and requirements are followed.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Communicate effectively both orally and in writing.
  • Maintain a good attendance record.
  • Other duties as directed by management.

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Position requires bachelor’s degree in accounting or related field or any combination of experience and training, knowledge, skills and ability to perform the above-described duties.
  • Minimum of five years of finance/grant/contract management or related experience.
  • Ability to develop and present organizational Training for compliance.
  • Knowledge of GASB, OMB Circular and Single Audit Act (formerly A-133 audits)
  • Ability to assist in grant writing.
  • Knowledge of Quality Improvement planning
  • Knowledge of fund accounting.
  • Knowledge of Financial Reporting Software
  • Knowledge of Electronic Purchase Order Systems
  • Knowledge of Medical/Dental EHR
  • Valid driver's license or adequate transportation required.
  • Must possess reasonable ability to communicate in English.
  • This is a non-covered position and will be subject to pre-employment drug testing and criminal history background check.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.

PREFERRED QUALIFICATIONS

  • Working knowledge of ABILA MIP accounting software.
  • Proficiency in Microsoft Office Suites and Google Docs
