Job Description:

SUMMARY

Under the direct supervision of the CEO, this position is responsible for coordinating, directing, managing, organizing and planning of all Tribal Housing and Urban Development (HUD) activities and operations of the Housing Department Additional responsibilities include all activities of the Housing Department in compliance with adopted Tribal ordinances, policies, and NAHASDA and its’ implementing regulations and all other applicable laws, regulations and requirements.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Direct and supervise all Housing Department activities, including but not limited to, administrative, management, accounting, procurement, contracting, occupancy, counseling, maintenance, enhancement, and development functions.
  • Administer U.S. Department of Housing and Urban Development Native American Housing grant funding including development and implementation of Indian Housing Plans, preparation of Annual Performance Reports, adhering to program regulations and requirements, and other related activities.
  • Supervise Housing Department staff, which includes performance evaluation and administering personnel policies.
  • Coordinate admissions, occupancy, collections, counseling, terminations and eviction activities.
  • Evaluate major operating processes of the Housing Department, making procedural improvements, recommending organizational changes and providing training and technical assistance to staff and the Housing Committee.
  • Maintain positive working relationships with residents, staff and the Housing Committee (Internal) and Federal HUD, State and Local agencies (External).
  • Ensure required inspections on housing units are completed in accordance with HUD and Tribal policies and regulations and written reports are filed as necessary by HUD or housing policy.
  • Ensure efficient operations of housing programs, which include new
    construction, existing housing and home improvement programs.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Communicate effectively both orally and in writing.
  • Maintain a good attendance record.
  • Other duties as directed by management.

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be able to push, pull, lift, and/or carry up to 40 pounds.

  • The noise level in the work environment is usually moderately quiet.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age.
  • Valid driver’s license, adequate transportation, and eligibility to operate GSA vehicles required. This position may include providing transportation for Native and non-Native American clients in tribally owned motor vehicle(s).
  • Bachelor’s Degree in Business Administration or Public Housing Administration or related field is required.
  • Three years’ experience in management/supervisory experience required or any equivalent combination of relevant education, experience, and training that demonstrates the knowledge, skills and abilities to perform the above described duties.
  • Ability to work independently within the scope of delegated authority and established policies and guidelines in cooperation with others.
  • Excellent organizational skills with the ability to identify goals, objectives, and resources and the capability to formulate and evaluate plans to reach goals and objectives and to manage resources.
  • Excellent oral and written communications skills and the ability to apply these skills to a wide variety of projects, including technical writing and editing.
  • Demonstrate effective computer skills.
  • Sensitivity to and respect for the values and culture of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians.
  • Ability to acquire LEDS clearance.
  • Must be willing to complete National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
  • Must possess reasonable ability to communicate in English.
  • This position is subject to pre-employment drug testing.
  • This is a covered position which requires background check that includes fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
