Job Description:

SUMMARY

The Director of Natural Resources & Culture is responsible for the management of the Natural Resources Department, which includes the Environmental Division, the Cultural Division, Tribal Infrastructure and Forestry Division.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Develop policies in coordination with the Tribal Council and Chief Executive Officer.
  • Develop and implement administrative rules, procedures, and program priorities consistent with Tribal values and policy established by the Chief Executive Officer and Tribal Council.
  • Seek funding to enhance, maintain, and protect the Tribes natural resources and to ensure efficient and effective provision of services to the Tribal Membership.
  • Prepare annual budget for the department by determining priorities among requests from reporting staff and by explaining the need to the CEO and Tribal Council for resources necessary to implement programs.
  • Authorize redistribution consistent with Tribal policies and procedures of available resources to meet changing program needs.
  • Review and offer comments as necessary on Environmental compliant documents to meet National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Forest Practice Act (FPA), and Oregon Environmental Policy Act (OEPA) to safeguard the protection of natural resources.
  • Oversee the development and implementation of the CTCLUSI Forestry management plan and attendant programs to improve and protect health of the tribal forests.
  • Coordinate efforts to address community and professional organizations on natural resource department programs and policies.
  • Prepare technical reports, develop plans and correspondence to be presented to various entities as appropriate.
  • Review reports, statistical data and/or conferences with reporting staff; resolves conflicts between reporting staff on areas of shared responsibility.
  • Establish reporting relationships and administrative controls over program or support operations.
  • Coordinate activities with other departments and agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Communicate effectively both orally and in writing.
  • Maintain a good attendance record.
  • Other duties as directed by management.

PHYSICAL & MENTAL DEMANDS

  • Must be able to work well with Tribal Council, General Council, Tribal Government staff, other agency staff, and the general public.
  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

LEVEL OF AUTHORITY & RESTRICTIONS

  • Directly supervises employees in the Natural Resources Department which includes but is not limited to, assigning work, and reviewing the performance of such employees performing diverse activities.
  • Supervises functions by interviewing, recommending the selection, and providing training for new staff; by approving or disapproving recommendations from subordinate staff on personnel actions; by evaluating subordinates' performance; by hearing and resolving employee grievances; and by determining the need for and recommending the initiation of disciplinary action in order to ensure adequate and competent staffing for the department.
  • Directs the administration of department programs and evaluates the quality of services provided.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age.
  • Valid driver’s license, adequate transportation, and eligibility to operate GSA vehicles required. This position may include providing transportation for Native and non-Native American clients in tribally owned or the employee’s private motor vehicle(s).
  • Master’s Degree in Anthropology, Biology, Fishery and Wildlife Management, Forestry, Engineering, Geography, History, Geology, Native American Studies, Planning, Public Policy, or a related field is required.
  • Minimum five years of professional work experience coordinating projects and providing technical expertise in the field(s) of Natural Resources or Cultural Resources is required.
  • Three years of professional work experience in the management of an organizational division comprised of multiple programs is required.
  • Must have extensive knowledge of the principles and practices of either natural resource management or cultural resource management, and general knowledge of the principles and practices of either natural resource management or cultural resource management.
  • Must have extensive knowledge of federal, state, and local laws governing natural and cultural resources.
  • General knowledge of Indian law preferred.
  • Excellent oral and written communication skills including technical, regulatory, and persuasive writing skills.
  • General knowledge of the principles and practices of organizational behavior, management, and employee relations; including planning, organizing, directing, motivating and decision making.
  • Extensive knowledge of the principles and practices of budgeting as it relates to program management.
  • Must be willing to complete National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
  • Must possess reasonable ability to communicate in English.
  • This is a Covered position which is subject to pre-employment drug testing and criminal history background check which includes fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
