Job Description:

The Internal Audit Supervisor reports directly to the Director of Internal Audit and is responsible for the oversight of the Internal Audit Section of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) Gaming Commission and assigned personnel.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Oversee and direct the activities of the CTCLUSI Gaming Commission Internal Audit Section including assurance, consulting, and compliance audits.
  • Develop and maintain Internal Audit staff audit calendar and monitor the work-in-process performed by staff on a timely basis to assure established timelines are being met.
  • Review, analyze, and evaluate all audit work papers, files, and investigative work in process performed by the Internal Auditors.
  • Report findings to the Director of Internal Audit to help identify critical weaknesses or suspicions.
  • Review final draft of all audit reports prior to the dissemination all applicable parties.
  • Disseminate reports to all applicable parties reviewed areas in final format and in accordance with timelines required by the Tribal/State Compact, State, and NIGC MICS as well as Tribal internal controls and regulations.
  • Schedule and monitor timely follow-up to all corrective actions noted in final audit reports.
  • Participate in investigations deemed significant in nature and risk.
  • Present staffing issues and updates to Director of Internal Audit on a timely basis as appropriate and required.
  • Evaluate staff performance, prepare written performance evaluations, and recommend appropriate action.
  • Train Internal Audit staff in contemporary audit and investigation techniques.
  • Seek out Internal Audit training opportunities, seminars and workshops as needed to stay current with Casino Internal Controls and Audits.
  • Advise Internal Audit staff regarding the interpretation and application of the provisions of State and NIGC MICS, Tribal/State Compact, Regulations, Tribal Internal Controls and P&Ps.
  • Maintain confidentiality over all Tribal Gaming Commission, Surveillance Department, Tribal Police, Casino and Tribal matters.
  • Review, understand, and interpret Software regarding Financial Statements, financial statements and Generally Accepted Accounting Practices (GAAP), and Gaming Accounting practices from Journal entry to financial.
  • Learn, understand, and stay abreast of the Casino player tracking gaming systems.
  • Conduct compliance reviews and internal audits to assess the effectiveness of internal controls and compliance with Compact, CTGC regulations, State and NIGC MICS, Tribal Internal Controls and Casino policies and procedures.
  • Prepare written reports to document audit findings and recommendations and report such information to Casino and Commission Management.
  • Facilitate the outside auditing firm when performing outside audits regarding the casino.
  • Work with OSP to coordinate State participation of all audits required by Compact.
  • Review all periodic Financial Statements on an ongoing basis for accuracy and integration with all financial records.
  • Keep current and be aware of any new laws regarding Title 31 in the FinCEN or Bank Secrecy Act before performing Title 31 Audit.
  • Identify violations of the Compact; State and NIGC MICS; Tribal Internal Controls, TRCR policies and procedures and report them to the Director of Internal Audit and applicable Casino Operations Management for timely resolution.
  • Make recommendations, when appropriate, to Casino Management.
  • Attend mandatory trainings, meetings and briefings.
  • Assist other CTGC staff and team members in on the job training as needed.
  • Perform yearly budget requirements covering the Internal Audit Department as required or assigned by the Director of Internal Audit.
  • Maintain appearance standards as outlined in CTCLUSI and CTGC policies.
  • Maintain a good attendance record.
  • Other duties as assigned by the Director of Internal Audit or the Executive Director of the Gaming Commission.

PHYSICAL & MENTAL DEMANDS

  • The ability to express or receive detailed information through oral communication.
  • Ability to converse professionally with Primary Casino employees and managers.
  • Requires repetitive movement of the wrists, hands and or fingers.
  • Requires walking or moving to accomplish tasks.
  • Occasionally requires standing and or sitting for sustained periods of time.
  • Occasionally requires raising objects from a lower to a higher position or moving objects horizontally.
  • Occasionally requires stooping which entails the use of the lower extremities and back muscles.
  • Must be able to work flexible hours.
  • Occasionally requires lifting of up to 50 pounds

WORKING CONDITIONS & ENVIRONMENT

  • Frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes.
  • Frequently manage multiple tasks with multiple interruptions while continuing to prioritize work and meet established deadlines.
  • Occasionally subject to a smoke-filled environment while working on the gaming floor.
  • Occasionally subject to outside environmental conditions.
  • Occasionally works extended hours, nights and weekends.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age.
  • Past work history which reflects a high level of integrity, quality, and a success-oriented performance record as well as ability to work independently and employ critical thinking.
  • Bachelor’s Degree in business Administration, Accounting or a related field of study AND two (2) years of experience as an Auditor III in Casino Internal Auditing, preferably in a Native American regulatory environment; OR a combination of education, training, and four (4) years of auditing experience - two (2) of which must be in Casino Internal Auditing, preferably in a Native American regulatory environment.
  • Two (2) years of supervisory experience.
  • High level of proficiency in Microsoft Word and Excel in addition to experience using commercial accounting software.
  • Past work history that reflects ability to read, analyze and interpret documents such as technical procedures and governmental regulations.
  • Past work history showing experience creating accurate and timely reports providing audit recommendations.
  • Ability to perform mathematical operations such as calculate discounts, interest, commissions, proportions and percentages in addition to apply concepts such as fractions, and ratios to practical situations. A test will be administered.
  • This position is subject to pre-employment and random drug testing and criminal history background checks which may include fingerprinting.
  • Works with confidential /sensitive information; must sign a Confidentiality Agreement, sign and adhere to a Code of Ethics.
  • Must qualify for and be able to maintain a gaming license from the Gaming Commission.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.
