Job Description:

SUMMARY

This position is responsible for environmental analysis and environmental monitoring associated with the Tribal Air Quality Program (AQP), which monitors air quality and meteorological parameters primarily of Tribal reservation and trust lands. Duties include data collection, data management and analysis, instrument calibrations and maintenance (AQP). Additionally, this position will aim to protect tribal member health and resources from ambient and indoor air pollution.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Collect, manage, analyze, and report air quality data
  • Maintain, calibrate and audit air quality and meteorological monitoring instruments at the Tribes’ Air Quality Station near Coos Bay, Oregon.
  • Review and update the Air Quality Program Plan, Air Quality Assurance Project Plans, Air Quality Outreach materials and other EPA monitoring strategy documents.
  • Produce outreach materials for Tribal members regarding issues and exposures related to indoor air quality, outdoor air quality, and prohibitive burning.
  • Track and review Title V permit applications, which may affect the Tribal reservation.
  • Demonstrate ability and commitment to interact with Tribal members, co-workers, colleagues, and the general public in a courteous, professional, and efficient manner.
  • Regularly attend watershed meetings, board meetings, committee meetings and multi-agency workgroups.
  • Maintain a good attendance record.
  • Other duties and various special projects as assigned by the Department Director and/or as directed by management.
  • Complete daily, quarterly, and annual reports in specified formats.
  • Organization and archiving of physical and digital files.
  • Maintenance of all relevant program equipment.

WORKING CONDITIONS & ENVIRONMENT

  • The noise level in the work environment is usually moderately quiet.
  • May require the ability to walk, hike, swim, drive, and boat in difficult conditions at various hours and days of the week.
  • Requires occasionally irregular working schedules around tides, other cycles or events, evening and weekend meetings, out-of-area travel for meetings, conferences, workshops, trainings, etc.

HOURS

  • 40 hours per week.
  • Generally Monday through Friday 8am to 5pm with possible occasional evening and weekend work.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Must have a valid driver's license or adequate transportation.
  • Must possess or have ability to obtain Oregon boater safety card within 90 of employment.
  • Bachelor’s Degree in Environmental Science, General Science, or a related discipline required, or two years’ experience in the collection, management, analysis, and reporting of environmental data OR an equivalent combination of education and experience required.
  • Proficiency in the use of Microsoft Word, Excel, Access, Publisher and ARC GIS, or the ability to gain proficiency within 180 days of reporting to work
  • Working knowledge of experimental design and statistical analysis.
  • Working knowledge of chemistry, processes, functions, and health effects use pertaining to air quality.
  • Working knowledge of Clean Air Act.
  • Working knowledge of Treatment in the Same Manner as a State (TAS), which permits several federal environmental laws to be implemented and managed by tribal environmental programs, preferred.
  • Working knowledge of grant management within the requirements of grant work plans and budgets.
  • Ability to learn how to calibrate air particulate and meteorological equipment.
  • Communicate effectively both in writing and orally with federal, state, county, and local governments, and the ability to work well with Tribal members, the general public, private landowners, and stakeholder organizations
  • Must maintain a good attendance record.
  • Must maintain professionalism in all interactions.
  • Must possess reasonable ability to communicate in English
  • This is a Covered position, which is subject to pre-employment drug testing, and criminal history background check, which includes fingerprinting.
  • Must have employment eligibility in the United States
  • Maintain appearance standards as outlined in CTCLUSI policies
  • Indian preference will be observed in the hiring process
