Job Description:

SUMMARY

The GIS Administrator is responsible for managing all aspects of the Tribes’ Geographic Information System including data collection and maintenance, quality control, software administration, geospatial analysis, cartography, training and technical support for GIS users. This position will provide GIS services and support for the forest management, cultural resources, emergency management, planning, and other departments.

 

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Manage, maintain, and update the Tribes’ geospatial data.
  • Produce high-quality cartographic products in print and digital formats.
  • QA/QC geospatial data including metadata documentation.
  • Develop map templates for use by other departments and staff.
  • Provide GIS-related training and support to staff.
  • Perform spatial and statistical analysis to inform planning and management decisions.
  • Create statistical summaries, tables, charts, and reports for inclusion in tribal documents.
  • Develop and update GIS coverages using a variety of tools including aerial photo interpretation, GPS units, LiDAR, and UAV’s.
  • Maintain software, licenses, and hardware associated with the Tribes’ GIS.
  • Evaluate and incorporate new GIS innovations and related hardware/software.
  • Attend meetings with internal staff as well as outside agencies, and provide input on GIS and other topics.
  • Conduct activities and responsibilities primarily be conducted in the office; however, there may be opportunities for the incumbent to assist with field work such as GPS data collection on an as-needed basis.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Communicate effectively both verbally and in writing.
  • Maintain a good attendance record as outlined in CTCLUSI Handbook.
  • Other duties as directed by management.

 

LEVEL OF AUTHORITY & RESTRICTIONS

  • Exercises a limited range of supervisory duties for contractors and consultants.
  • May supervise seasonal field staff and interns.
  • Work is performed with limited direction from the Director of Forest Management, Natural Resource Director, Chief Executive Officer and/or Tribal Council.
  • Incumbent must display a high degree of initiative in carrying out duties.

 

WORKING CONDITIONS & ENVIRONMENT

  • The noise level in the office environment is usually moderately quiet.
  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.
  • May require limited field work in remote forested locations. Field work may be subject to extreme weather conditions, noisy conditions (shouting necessary to communicate), reduced air quality (fumes, odors, dust, smoke, and chemicals), and encounters with wild animals and insects. Field work may occasionally be in close proximity to large machinery (bulldozers, excavators, yarders, log loaders, etc.).
  • May occasionally require extended or abnormal work hours to meet deadlines; to perform field work; and to attend events, meetings, conferences, workshops, trainings, etc.

 

PHYSICAL & MENTAL DEMANDS

  • Must be able to work effectively with Tribal Council, Tribal Government staff, Tribal Members, outside agencies, partner organizations, and the general public
  • Must be able to work effectively in a team environment with a diverse variety of technical, professional, and administrative staff.
  • Must be able to work effectively in a negotiating environment where others may have diverse and competing interests and may be uncooperative or adversarial.
  • Must be to maintain a high-level of professionalism in all interactions.
  • Limited field work may require the ability to traverse steep slopes and difficult ground conditions for extended periods of time, to drive vehicles with either standard or automatic transmissions for up to 6 hours or more per day.
  • Limited field work may require the physical ability to work outdoors in all temperatures and weather conditions, to work around loud and constant noise continuously, and to tolerate required personal protective equipment such as safety/fire boots, work gloves, safety glasses, ear protection, safety vests, face shields and hard hats.
  • Limited field work may require the ability to walk, hike, and, drive in difficult conditions at various hours and days of the week.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age per Tribal Vehicle Use Policy.
  • Must possess a valid driver's license as well as be able to comply with Tribal Vehicle Use Policy.
  • Bachelor’s Degree in Geography, Cartography, Environmental Studies, Computer Information Systems, or related field with major course work in Geographic Information Systems is required.
  • At least three (3) years of practical work experience using ESRI software is required.
  • Experience in the use of ESRI products including ArcGIS Pro, ArcOnline, and ArcGIS Desktop 10.0 or later (ArcMap, ArcCatalog, ArcToolbox).
  • Work experience and proficiency in the use of Structured Query Language (SQL).
  • Experience designing geodatabase and data-collection systems in a work environment.
  • Work experience and proficiency in the use of scripting (Python, etc.) to solve complex geoprocessing problems and to automate repetitive workflows.
  • Experienced and proficiency in the use of Microsoft products (Access, Excel, Outlook, PowerPoint, Word).
  • Work experience with GPS technology and field data-collection techniques.
  • Problem solving, time management and verbal/written communication skills, including the ability to communicate effectively with external and internal stakeholders.
  • This is a covered position and will be subject to pre-employment drug testing and criminal history background check, which will include fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.

 

SPECIAL REQUIREMENTS / LICENSES

  • FAA Remote Pilot Certificate is preferred but not required.

 

PREFERRED QUALIFICATIONS

  • Work experience in the use of GIS in forest management, including forest inventories and harvest planning.
  • Work experience in the use of photogrammetry software to mosaic and orthorectify aerial imagery.
  • Work experience with the use of UAV’s to collect GIS data (aerial photography, structure from motion, LiDAR, etc.).
  • Experience with, or the desire and ability to learn modeling packages used in forest planning, including:
    • Forest inventory and growth packages including FPS, FVS, Organon, etc.
    • GRAIP and/or GRAIP Lite.
    • NetMap (Terrainworks).
  • Experience in cultural resource management (CRM), or experience with projects or data management involving cultural resource protection.
